Area Construction Lead - Wood River Refinery


The Area Construction Lead working with the Site Construction Superintendent, will have overall responsibility for all assigned refinery-based construction related activities. This will include developing the Construction Execution Plan, identifying any deviations from the agreed scope or premises of the project, assessing their impact and ensuring remedial action during the construction planning and execution. This role requires continuous interaction with the Operations team and extensive knowledge of the permitting process.

The Area Construction Lead is expected to be knowledgeable in their specific functional areas and play a key project team integration role with other functional disciplines on the project. The Area Construction Lead should bring specialist skills in the bidding and award process and be competent in supervising all work associated with the assigned projects. During the construction phase the Area Construction Lead, participates in project risk management process and manages the contractor s efforts within their functional area. The successful candidate will work with functional specialists as required and conduct all supervisory and motivational duties for the assigned projects.

The Area Construction Lead is accountable for the safety, quality, productivity, integrity and timely completion of work assigned to them. This includes constructability reviews during design phase, contractor selection, ongoing management and supervision of construction, through construction completion and preparation for commissioning.

Responsibilities may include :

  • Identifying, developing and implementing opportunities for field productivity improvements and cost reductions. Challenging past practices to improve field productivity while ensuring a safe work environment.
  • Influencing design engineering work to ensure constructability within their responsible construction discipline.
  • Participate in authoring the Construction Execution Plan, which details the contracting strategy, management systems and staffing through which the project will be completed.
  • Recruiting of site team within their construction discipline.
  • Pre-qualifying candidate fabricators and contractors and major package assembly sites for major components within their responsible construction discipline.
  • Participate in bid clarification & kick-off meetings.
  • Reviewing scopes of work for contract documentation for their responsible construction discipline. Involved in bid evaluation work for their areas of responsibility.
  • Implementing Site Safety Management System; delivering on pre-agreed site safety (and environmental) targets for Company and Contractor staff under their responsibility.
  • Implementing site QA/QC Management Systems; utilizing 3rd party specialist contractor services as appropriate.
  • Reviewing and assisting the Site Construction Superintendent in the approval of contractor's schedules and planning basis (norms). Ensuring accuracy of progress statements.


Basic/Required :

  • Legally authorized to work in the job posting country
  • High School Diploma or GED equivalent
  • 5 years of experience working in refining or related industry
  • 5 years of construction site management experience
  • Must maintain a valid driver s license

  • Intermeidate level of proficiency in Microsoft Office Word, Excel and Outlook

Preferred :

  • Bachelor s degree in Engineering, Construction Management or equivalent training and education

The Wood River Refinery is located on the east side of the Mississippi River in Roxana, IL, about 15 miles northeast of St. Louis, MO. It is Phillips 66 largest refinery and operations are run 24 hours per day, seven days per week.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
